Subject: BREAKING NEWS: Skid Row Housing Trust DOES NOT get support from DLANC for New Genesis Hotel for Alcohol Permit

To Skid Row,
While it was publicly announced that SRHT was approved for a letter of support for an alcohol permit for their New Genesis Hotel from the Downtown Los Angeles Neighborhood Council during it’s October 8th Board meeting, after reviewing DLANC’s by-laws it appears as though that announcement was wrong.
We are currently waiting for clarification from both the Department of Neighborhood Empowerment (DONE) and the City Attorney’s office.
But in reading DLANC’s by-laws, in (Article V, Section 3- Official Actions) a “simple majority” vote “INCLUDING abstentions” is needed in order for a motion to carry. SRHT only got 6-votes of support, versus 2-against AND 4-abstain which means out of 12 votes a majority was NOT reached.

In another confusing scenario, there were ALSO two Board members who were ineligible of voting because they have not yet taken the mandatory ethics and funding training. Now if they are also counted (it takes 14 Board members to reach a qualifying quorum in order for a vote to count), SRHT would need 8 votes to have the “simple majority”….Again, they ONLY got 6.
Motion DOES NOT carry.
Stay tuned for official clarification, but we are “extremely confident” in our position.
This latest successful effort was led by General Jeff’s “pre-vote” actions to have several key DLANC Board members recuse themselves from this particular vote due to being connected to the Central City Association (CCA), the same as the applicant- Skid Row Housing Trust. Additional action was taken by Kevin Michael Key, Rick Young and Charles Porter who all spoke out against this item during the meeting.
There are still more steps in this process, so our fight isn’t over with yet!!!
